According to the Implementation Opinions on Promotion of Information Consumption in Ningbo issued by the General Office of Ningbo Municipal People’s Government, till the year 2016, the scale of information consumption in Ningbo would reach 80 billion RMB with an annual increase of 25%, and smart city construction would bring a flourishing information consumption, better economic development and more favorable life style in Ningbo. A new leading generation of broad band information network would be developed. New type of information consumption based on the internet would reach 40 billion RMB, while contributing 38 billion RMB of increased industrial output value for relevant industries; consumption on information platforms, based on e-commerce and cloud platforms, develops fast; 300 billion RMB are to be realized in e-commerce trading, 60 billion out of which are of online retailing volume. In the Document, 4 key tasks are deployed, namely strengthening information infrastructure construction, promoting smart application, accelerating nurturing of information economy and improving information consumption environment, and 6 major measures of setting up working promotion mechanism, strengthening fiscal support, implementing tax reduction or exemption policies, increasing investment in elements of resources, improving enterprise financing environment and carrying out information consumption statistics monitoring.

Implementation Opinions on Promotion of Information Consumption in Ningbo by the General Office of Ningbo Municipal People’s Government

People’s Governments of all counties, districts, cities and municipal, provincial and national units in Ningbo,

The following implementation opinions are put forth after agreement by Ningbo Municipal People’s Government with the purpose of accelerating information consumption development, promoting transformation of consumption modes, exploring new space for consumption, nurturing new impetus for economic growth, and fully making use of information consumption for consumption escalation, structure transformation, mode changing and life improvement, as were required by Documents of Several Opinions on Promotion of Information Consumption and Expansion of Domestic Demand by the State Council (State [2013] No. 32) and Several Opinions on Promotion of Information Consumption and Expansion of Domestic Demand by the General Office of Zhejiang Provincial People’s Government (Zhejiang G Office [2014] No. 9).

I. Guiding ideology, basic principles and main objectives

1. Guiding ideology

To further implement the strategy for “6 accelerations” and innovative development; to accelerate nurturing of information economy, bring rich content for information consumption, improve information consumption environment, promote fast and healthy development of information consumption, make full use of information consumption for better service for local economic development and life style improvement by taking information infrastructure construct as the support, insisting the major task of constructing a smart city, and taking innovative development of information service modes and technologies as the major impetus.

2. Basic principles

a. To accelerate network infrastructure construction, improve broad band capacity, and realize sharing of resources, providing safe, reliable and proper excessive basic insurance for information consumption. To pay greater attention to development of kernel generic technology research and development, innovate ways of providing services for new products and of business modes, develop new types of formats and explore and release potential consumption demands.

b. To improve cloud computing, big data processing, public and enterprise smart applications, accelerate nurturing of smart industries, promote mutual development of smart application and smart industries, inspire information consumption needs and improve level of information consumption.

c. To fully invite every related unit to participate in actively, to encourage leading enterprises to play their influential role for information consumption, and to realize a favorable status for promotion of information consumption by united promotion from government institutions, markets and enterprises.

d. To improve environment for development of information consumption, strengthen market supervision, information security protection and insurance, and create a favorable, orderly and reliable information consumption environment.

3. Main objectives

A new leading generation of broad band information network would be developed till the year 2016. Urban families’ broadband access ability generally reaches up to 100 megabits (Mbps) and rural families’ broadband access ability generally reaches up to 20 megabits (Mbps); 4G network will be available over 90% of all major key towns and districts in Ningbo; free WIFI are available in major public places; the next internet generation of IPV6 will be applied in pilot areas; government affairs and industrial cloud computing centers will be set up, forming a relevantly perfect sharing mechanism of information resources; smart city construction will reach a certain success.

A notable increase in the scale of information consumption will be realized. Till the year 2016, the scale of information consumption in Ningbo would reach 80 billion RMB with an annual increase of 25%. New type of information consumption based on the internet would reach 40 billion RMB, while contributing 38 billion RMB of increased industrial output value for relevant industries; consumption on information platforms, based on e-commerce and cloud platforms, develops fast; 300 billion RMB are to be realized in e-commerce trading, 60 billion out of which are of online retailing volume.

Information industrial kernel competence will be significantly enhanced. Till the year 2016, advantageous industries of large-screen LCD display, the phone module, LED packaging and application, and the sensor will be consolidated and enhanced; over 2 information consumption related enterprises with annual sales volume over 10 billion RMB, and over 10 enterprises with annual sales volume over 1 billion RMB are to be nurtured; 4 to 5 information consumption public service platforms of national influence will be set up.

Information consumption environment will be safe and reliable. A variety of information products and content services will be available. Choices for information consumption are richer thanks to the new generation of information technological applications based on the mobile internet and network public services; information consumption will are further strengthened; governmental information technology applications are improved better; enterprises’ consumption scales enlarged. The information consumption credit system and supervision system are improved, relevant policies, regulations and standards are gradually perfected; trading platforms are reliable enough; market competence order is transparent and standard. A safe, reliable, healthy and active information consumption environment developed.

II. To strengthen information infrastructure construction for information consumption development

1. To promote construction of big data infrastructure

a. To take the leading role in construction of cloud computing infrastructure, set up a complete technological supporting system, standard system and security system by cloud computing centers, to improve capacities in statistics calculating, storage, smart processing and security control for supporting for cloud technological service modes and innovation in business modes. b. To promote construction of industrial alliance, strengthen planning and construction of policies and standard regulations for cloud computing and big data processing, and to put forth a united big data collection mechanism in Ningbo. c. To promote construction of digital governmental affairs cloud computing support platform, the platform for sharing of integrated statistics and generic application software platform. 2. To enhance the bandwidth of the urban network

To further expand the bandwidth of the urban network, promote renovation of key equipment of broadband network, improve and perfect internet structure, improve the quality and rate of the broadband, accelerate promotion of construction of dedicated entrance channel between Ningbo and international internet communications, and to strive for being a national internet bandwidth node city. 3. To fully promote construction of an optical network city of Ningbo

a. To implement the strategy of “Broadband China”, accelerate renovation and upgrading of the broadband network, promote extensive application of optical network, improve the layout of broadband network in rural areas, and to improve popularization and capacity of broadband network in both urban and rural areas. To accelerate sharing of CPN, perfect and realize agent agreement for residential and commercial network infrastructure construction and sharing standard for network infrastructure construction, and promote intensive construction and sharing of optical broadband network. 4. To improve construction of high-level WIFI city

b. To promote the pilot construction of application of 4G network in Ningbo, expand the coverage rate, and to encourage the development of scale application of 4G for business and industries. c. To promote implementation of “FREE WIFI” in key public places, and to introduce added-value service providers for innovation in added-value service development and improvement of service quality. 5. To promote “3 networks’ integration”

a. To promote the construction of the next generation of the Radio, TV network and to coordinate the development of “1 network for 1 province”. III. To actively promote smart application for development of information consumption

1. To promote key smart applications for public life

a. To research and draw up relevant policies for smart healthy and smart pension, promote research and development, application and promotion of smart health and smart pension related software products, platforms, information services and smart terminal products and so on, and to promote innovative development of the smart health and smart pension industries. b. To carry out popularization and upgrading of the project of information technology application in SMEs, providing favorable software of mature quality and solution schemes for their application of information technologies. IV. To accelerate nurturing of information economy and promote the development of information consumption

1. To develop advantages production industries of electronic products

a. To consolidate and enhance the leading positions of advantageous industries and products of large screen liquid crystal display, computer products, mobile phone module, LED packaging and application materials, integrated circuit and sensor, etc. (Responsible Unit: Ningbo Municipal Economic and Information Technology Committee)

b. To consolidate advantages of industries of electricity, water, gas metering and optical instruments, improve development levels of industrial automation, intelligent equipment and smart grid, promote research and development and production of products of intelligent detecting instrument, intelligent security equipment, satellite monitoring equipment of the Internet of Things, and to encourage production of electronic products for automobiles. c. To further develop the industry of applied electronics, especially those electronic products of industries of machine tools, medical care, automobile, security insurance and transportation and intelligent terminal electronic products of smart mobile phones, smart TV, tablets and intelligent home living products. 2. To nurture software and information technology service industries

c. To promote construction of “SME Information Technology Cloud Service Platform”, improve enterprise information management level and reduce amount of investment on the base of cloud computing service, strive for 500 enterprises with online sales system till the end of the year 2016. To promote construction of innovative cloud platforms for key advantageous industries of textile, garment and smart household appliances, develop all kinds of innovative public application services for SMEs, and to encourage enterprises to research and develop new types of intelligent, high-end and internet-based products. d. 3. To nurture development of new rising information service industries

a. To perfect the sharing and development and utilization mechanism of governmental and industrial data, promote the opening, development and application of big data, and to promote the industrialization of big data. V. To improve information consumption environment and insure the development of information consumption

1. To enhance information security insurance capability

a. To draw up policies and regulations on internet information security and protection of personal information, put forth personal information protection rules and management measures, and to strictly regulate acts of personal information collection, storage, utilization and protection and so on. b. To regulate the order of the information consumption market, strengthen supervision over information products, information services, internet trading acts, and to investigate and punish internet fraud, infringement of intellectual property rights, infringement of the legitimate rights and interests of consumers and other illegal and criminal behaviors. 2. To standardize the order of the information consumption market

a. To promote coordinative protection and management of population information database, legal person information database, database statistics, financial credit information database, set up a social credit system, and to guarantee the security of sharing information resources. 1. To set up working promotion mechanism

The Ningbo Smart City Construction Leadership Group Office is to deploy annual tasks on information consumption promotion, assess, evaluate and supervise the working progress and achievements. (Responsible Unit: Ningbo Municipal Economic and Information Technology Committee)

2. To strengthen financial and policy support

a. To make an inventory of the stock of existing fiscal capital, optimize the use of the structure of smart city, software, information, e-commerce and other original special funds, improve the utilization efficiency of financial funds. To draw up classification and standard for information consumption statistics, establish statistical monitoring survey system, and to unify information consumption statistics examination and promulgation of measures.
