【Policy Guidance】

I. Background

The Implementation Scheme for the Development of Ningbo as a Pilot Demonstration City for the Implementation of the National Strategy of “Made in China 2025” (Ningbo G Office [2016] No. 152) was released by the General Office of Ningbo Municipal People’s Government in September 2016, making clear to develop a new industrial system, represented by the “3511” Industry. In March 2017, the Several Opinions on the Promotion of the Development of Ningbo as a Pilot Demonstration City for the Implementation of the National Strategy of “Made in China 2025” (Ningbo G [2017] No. 12) was issued by Ningbo Municipal People’s Government, making clear different supporting measures for different projects of different industries and of different modes within the “3511” Industry.

II. Purposes

To more precisely support industrial investment and technological reform projects of different industries and modes, to provide guidance for enterprises to invest in projects that would contribute to the promotion of the development of Ningbo as it being the pilot demonstration city for the implementation of the national strategy of “Made in China 2025”, to make it easier for enterprises, government institutions and experts to have a better idea while developing or assessing industrial investment (technological reform) projects in Ningbo.

III. Document Scheme

The Ningbo “3511” Industrial Investment Guiding Directory and Intelligent Manufacturing Assessment Criteria (Year 2017)  is composed of 25 detailed industrial directories of 6 major categories of 8 major industries, strategic industry, advantageous industry, new rising industry, manufacturing service industry and smart manufacturing assessment Criteria, and assessment Criteria for 5 new smart manufacturing modes.

IV. Date of Enforcement

The Ningbo “3511” Industrial Investment Guiding Directory and Intelligent Manufacturing Assessment Criteria (Year 2017)  takes effect from 20 July 2017.

V. Right of Final Explanation

Ningbo Municipal Economic and Information Technology Committee has the right of final explanation of the  Ningbo “3511” Industrial Investment Guiding Directory and Intelligent Manufacturing Assessment Criteria (Year 2017).

Ningbo “Made in China 2025” Promotion Leadership Group Office and Ningbo Municipal Economic and Information Technology Committee are now releasing the Ningbo “3511” Industrial Investment Guiding Directory and Intelligent Manufacturing Assessment Criteria (Year 2017) (hereinafter referred to as “Directory & Standard”) to more precisely support industrial investment and technological reform projects of different industries and modes in accordance with requirements made in the Action Scheme for Implementation of “Made in China 2025” in Ningbo (Ningbo P Office [2016] NO. 84), the Implementation Scheme for the Development of Ningbo as a Pilot Demonstration City for the Implementation of the National Strategy of “Made in China 2025” (Ningbo G Office [2016] No. 152) and the Several Opinions on the Promotion of the Development of Ningbo as a Pilot Demonstration City for the Implementation of the National Strategy of “Made in China 2025” (Ningbo G [2017] No. 12).

The Directory & Criteria is the major reference for guiding enterprises to invest and develop projects for the promotion of the development of Ningbo as it being the pilot demonstration city for the implementation of the national strategy of “Made in China 2025”. The Directory & Criteria takes effect since 20 July 2017 and proper revision would be made in accordance with the implementation. Ningbo Municipal Economic and Information Technology Committee is responsible for the explanation of the Directory & Criteria.
