I. Background

1. Purposes & Significances

To promote the development of venture and innovation bases for micro and small enterprises (hereinafter referred to as the “Bases”) is a major measure taken for the implementation of the national strategy of “Venture and Innovation” and a key way for the promotion of healthy development of SMEs. Under the current situation of the flourishing of the sharing economy, to strengthen the development of the Bases would help gather together all kinds of factors for venture and innovation, integrate new resources for venture and innovation, improve new environment for venture and innovation, reduce new cost for venture and innovation, standardize service qualifications, provide better services, enhance rate of success of venture and innovation, develop a new atmosphere for venture and innovation, stimulate new spirit for venture and innovation, encourage more venture activities and promote rate of employment from new ventures.

Management Measures for Keeping on Record and Evaluating Micro and Small Enterprises in Ningbo (hereinafter referred to as the “Management Measures”) has been filed by the SME Administration Division of Ningbo Municipal Economic and Information Technology Committee for the promotion of the development of the Bases upon the document of the Management Measures for the Verification and Certification of SME Public Technology Service Platforms and Micro and Small Enterprises’ Venture Bases in Ningbo (NBEIC SME [2012] No. 219).

a.        Opinions on Further Supporting Healthy Development of Micro and Small Enterprises by the State Council (State Council [2014] No. 14

II. Policy Measures

1.        Major Content

Chapter I: General Provisions, making clear policies that have been referred to, the definition of micro and small enterprise venture and innovation bases, filing principle and coverage extension and detailed responsibilities of Ningbo Municipal Economic and Information Technology Committee, Economic and Information Technology Bureaus of all districts, counties and cities in Ningbo and all Economic and Development Bureau of all administrative committees in Ningbo. Chapter II: Filing Terms, making clear the filing terms for venture and innovation bases for micro and small enterprises, including certification time, leading industry agglomeration, requirements of the internal management, infrastructure, integration of social service resources, cultivation of the ability of continuous nurturing of micro and small businesses growth ability, operation level management team, and number of business mentors, etc. Chapter III. Application Materials and Procedure, making clear all application materials needed, including application form, application report, copy of business license, real property right certificate of land and housing (or lease) copy, management and service personnel qualification certificate, qualification certificate of business mentor, the list of settled services and service agreement signed copies of relevant qualification, copy of qualification certification and archival materials statement. Meanwhile, the time, procedure and terms are made clear as well in this Chapter. Chapter IV: Evaluation Management, making clear the major responsibility of successfully filed venture and innovation bases for micro and small enterprises, namely filling out relevant operation data in time. Evaluation indexes, such as general development index, service capability index, venture and innovation index and other indexes, were made clear as well.

2.        Application Scope

Qualified venture bases, venture parks, mass maker spaces, incubators and parks within parks of industrial clusters and leading enterprises, providing services for micro and small enterprises, are allowed to apply for being kept on record.

Chapter I. General Provisions

1/ Management Measures for Keeping on Record and Evaluating Micro and Small Enterprises in Ningbo (hereinafter referred to as the “Management Measures”) has been filed for the promotion of mass venture and innovation, for the development of a favorable environment for micro and small enterprises to venture and innovate, and for providing guidance for and promoting the development of venture and innovation bases for micro and small enterprises in accordance with the documents of Opinions on Further Supporting Healthy Development of Micro and Small Enterprises by the State Council (State Council [2014] No. 14), Opinions on Supporting Healthy Development of Micro and Small Enterprises by the State Council (State Council [2014] No. 52), Opinions on Fully Promoting the Implementation of Several Policies for Mass Venture and Innovation by the State Council (State Council [2015] No. 32) and Guidances for the Promotion of the Development of Venture and Innovation Bases for Micro and Small Enterprises by the Ministry of Industry and Information Technology of the People’s Republic of China, National Development and Reform Commission, Ministry of Finance of the People’s Republic of China, Ministry of Land and Resources of the People’s Republic of China and State Administration of Taxation (MIIT Enterprise Relation [2016] No. 394).

2/ The local venture and innovation bases mentioned in this Management Measures (hereinafter referred to as “Bases”) refer to those enterprise-developed or operated carriers and places, providing effective services for micro and small enterprises’ venture and innovation with all kinds of resources.

3/ Bases shall provide fine infrastructure for business operation of micro and small enterprises and gather together all kinds of service resources for providing effective services on capital, talent, technology, management, market, policies and information technology.

4/ Qualified venture bases, venture parks, mass maker spaces, incubators and parks within parks of industrial clusters and leading enterprises, providing services for micro and small enterprises, are allowed to apply for being kept on record.

5/ To encourage and support the development of Bases with governmental support. Ningbo Municipal Economic and Information Technology Committee is fully responsible for the filing and evaluation management of the Bases and for providing guidance for the development of the Bases.

Chapter II Filing Terms

6/ Applicants shall meet the following requirements:

a.          Has been set up in Ningbo for more than 1 year, the construction and planning of the examination and approval procedures specification is complete, with a clear development goal and industrial positioning, leading industry agglomeration degree is high, no enterprises of low industry level, internal management chaos and undocumented, or no environmental protection measures and other issues settled down in the Base.

b.        The operating institution has independent legal personality, the main management structure is perfect, and the internal operation management system is standardized. It has a sound management system, a complete innovation and innovation service process, and the charging standard.

c.         Has good infrastructure conditions, to meet the enterprises production and management, business incubators, entrepreneurial innovation venues and service establishments, built area of building manufacturing Small and micro businesses hit the base of more than 20 thousand square meters, has a construction area of building production service based Small and micro businesses double base in more than 10 thousand square meters.

d.        Has the ability to integrate various social service resources, has no less than 5 services institutions settled down in the Base, with enterprises in industry, information technology, personnel, finance, industrial chain docking, marketing and other public welfare or preferential services.

e.         With continuous rolling cultivation of small and micro enterprises growth function, small and micro enterprises accounted for more than 70% of the total number of enterprises settled in the base, the total number of small and micro enterprises no less than 30, to absorb employment of more than 500 people.

f.          The operation team has higher management level and more extensive experience in innovation and service, the management service mechanism is perfect, and it has a standardized management system of service quality and evaluation. There are not less than 5 full-time employees engaged in innovative services, employing less than 2 entrepreneurs, and providing targeted entrepreneurship guidance for the enterprises.

Chapter III. Application Materials and Procedure

7/ Applicants shall submit the following materials:

a.         Ningbo Micro and Small Enterprises’ Venture and Innovation Base Filing Application Form;

b.        Ningbo Micro and Small Enterprises’ Venture and Innovation Base Filing Application Report (The content includes introduction to the construction or operation of units, construction and supporting public infrastructure, innovative services and the integration of social service resources and services, to carry out Small and micro businesses preferential policies and foster the development and operation of economic benefits and social benefits);

c.         a copy of the legal person certificate or business license of the operating entity;

d.        a copy of the immovable property certificate (or lease contract) of the land and housing;

e.         certificate of management and service personnel, certificate of qualification for start-up instructor;

f.          a list of the service organizations and a copy of the service agreement;

g.         copy of relevant qualification documents obtained;

h.        a statement of the authenticity of the archival filing materials (affixed with the official seal of the applicant).

8/ The filing application would be carried out once a year by Ningbo Municipal Economic and Information Technology Committee.

9/ Applicants would fill out Ningbo Micro and Small Enterprises’ Venture and Innovation Base Filing Application Form on the 8718 SME Service Platform and submit relevant materials to local economic and information technology bureaus for being kept on record.

10/ Local economic and information technology bureaus shall pay visits to applicants for onsite assessment and put forth suggestions with applicants application materials for Ningbo Municipal Economic and Information Technology Committee in accordance with the requirements of Term 6 and Term 7 of the Management Measures.

11/ Application materials would be assessed by a third party, invited by Ningbo Municipal Economic and Information Technology Committee and a list of qualified applicants would be released after final assessment.

Chapter IV. Evaluation Management

12/ Institutions, running the Bases shall strengthen management of and services for settled enterprises, precisely grasp major economic indexes of the Bases and fill out Ningbo Micro and Small Enterprises’ Venture and Innovation Base Operation Data Form online at the 8718 SME Service Platform before every 25 January and 25 July each year. In case failure of filling in the Form, no assessment would be made for the very Base.

13/ To develop an achievement assessment system for the Bases; to improve the service capabilities and achievements of the Bases by way of evaluation and guidance. Major assessment indexes include:

a.         Overall development indicators. Attract small and micro enterprises settled in the number of leading industries concentration level, to absorb the number of jobs, the amount out of the annual rent relieved for enterprise.

b.        Service capability indicators. The annual investment in service capacity construction; the construction of operation management mechanism; the construction of public infrastructure; the integration of public service resources; the activities of service enterprises.

c.         Innovation index. Continuous cultivation Small and micro businesses grow; for enterprises to carry out entrepreneurship counseling; get enterprise financing organization support; promote industrial chain docking; medical technology base type, growth, innovation (including high-tech enterprises) the number of Small and micro businesses; patents and new products base enterprises have.

d.        Other evaluation indicators. News media reports; satisfaction of enterprises in the base; timely and accurate reporting of statistical data.

14/ The assessment of filed Bases would be carried out by a third party as is invited by Ningbo Municipal Economic and Information Technology Committee each year.

The assessment results would end with Level A, Level B and Level C, which would determine the amount of subsidies that Bases are able to enjoy.

15/ Demonstrative Bases would be selected in accordance with the assessment results and be recommended for application of being a national micro and small enterprise venture and innovation base.

16/ The title of Ningbo Municipal Micro and Small Enterprise Venture and Innovation Demonstration Base is valid for 3 years before another selection. The title can also be removed in case assessment results are Level B or below for 2 times within the 3-year period.

17/ Ningbo Municipal Economic and Information Technology Committee shall provide great support for the development of the Bases, help the Bases to connect with and share resources with Ningbo Municipal SME Public Service Platform. To provide better guidances for in-the-Base enterprises venture and innovation and transformation and upgrading.

Chapter V. Supplementary Provisions

18/ Ningbo Municipal Economic and Information Technology Committee is responsible for the explanation of the Management Measures.

19/ The Management Measures takes effect since 15 September 2017. The Former Announcement of Printing and Releasing Certification and Management Measures of Ningbo SME Public Technology Service Platform and Micro and Small Enterprise Venture and Innovation Bases (NBEIC SME [2012] No. 219) shall be annulled simultaneously.
