The Ningbo Municipal Industrial Science and Technology Work Meeting held

In the morning of January 21, the Ningbo Industrial Science and technology Work TV-Phone Meeting was held by the Ningbo Municipal People’s Government, so as to thoroughly implement the spirit of the Fifth Plenary Session of the 19^th CPC Central Committee and the spirit of economic work conferences of the CPC Central Committee, CPC Zhejiang Provincial committee and the CPC Ningbo Municipal Committee, implement requirements of the Zhejiang Provincial Industrial Economy "Good Start" Teleconference, summarize and review the city's industrial and science and technological work in 2020, study and deploy tasks of this year, further accelerate high-quality development of the city's industries and science and technologies, and strive to create a new layout of the science and technologies during the "14^th Five-year" period. Vice Mayor Chen Bingrong attended the meeting and delivered a speech. Hu Wangrong, Deputy Secretary General of the Ningbo Municipal People’s Government, presided over the meeting.

At the meeting, representatives of the Ningbo Municipal Economic and Information Technology Bureau and the Ningbo Municipal Science and Technology Bureau made reports on the work that had been done for industrial and science and technological development in Ningbo in 2020 and the working arrangements in 2021. Representatives of the Jiangbei District People’s Government, the Yuyao Municipal People’s Government, the Administrative Committee of the Ningbo Hangzhou Bay New Zone, and the Administrative Committee of the Ningbo National Hi-Tech Industrial Development Zone made speeches, exchanging their ideas on specific themes.

Zhang Shifang, Director of the Ningbo Municipal Economic and Information Technology Bureau pointed out at his report that the whole economic and information technology system in Ningbo had done a good job in epidemic prevention and control, resumption of work and production, cluster cultivation, digital economic development, enterprise cultivation, full industrial governance, and providing enterprises with services in 2020. Throughout the whole year, the added value of industries above designated scale reached 404.2 billion yuan with a year-on-year increase of 5.2%, ranking the second in the Zhejiang Province; industrial investment and technological transformation investment increased by 10% and 8.8% respectively, ranking in the forefront of the province's economic and information system upon working target assessment. In 2021, the Ningbo Municipal Economic and Information Technology Bureau will focus on the development of “3 Cities and 3 Highlands”, do a good job in the following aspects: making up industrial chains, doubling the digital economy in five years’ time, improving the quality and quantity of industrial investment, upgrading the innovation ability, making breakthroughs in industrial governance, and iterating and upgrading enterprise services, and actively create a national pilot zone for high-quality development of the manufacturing industry, so as to ensure a good start of the "14^th Five-year" Plan for industrial economic development.

Vice Mayor Chen Bingrong stressed in his concluding speech that in 2020, Ningbo’s industrial science and technology front conscientiously followed the spirit of General Secretary Xi Jinping's important speech made during his stay in Ningbo and Zhejiang. Under the firm leadership of the CPC Ningbo Municipal Committee and the Ningbo Municipal People’s Government, the action of "striving for first excellence" and "six strivings for breakthroughs" were carried out, and tasks for "six stabilities" and "six guarantees" were fully fulfilled; responses to epidemic prevention and control are fast and effective; major economic indicators took the lead in the whole province; the cultivation of single champion enterprises achieved good results; the modernization of industrial chain were solidly promoted; the "tree planting project" for science and technological development achieved initial results; the ecological environment of entrepreneurship and innovation has been continuously optimized; the "two firm measures for winning of two battles " were realized; a brilliant high score report has been handed over; the "13^th Five-year" Plan period has come to a successful end, and the development of industries and science and technologies has made new and historic achievements.

Vice Mayor Chen Bingrong pointed out that looking forward to the "14^th Five-year", we should deeply grasp opportunities and challenges faced by the industrial science and technology development in the new stage, resolutely implement the new development concept, grasp opportunities of innovation and integration brought about by the new round of scientific and technological revolution, the time window opportunities brought about by the reconstruction of global industrial chains, the historical opportunities created by the re-upgrading of manufacturing power and rejuvenating the country through science and technological development, and opportunities brought by the acceleration of major national strategies, and strive to build a new layout for industrial science and technological development in Ningbo.

The conference was held in the form of video conference, with representatives from relevant units directly under the Ningbo Municipal People’s Government, provincial departments and national ones in Ningbo, relevant industrial associations, scientific research institutes of colleges and universities, and engineering service companies attending the meeting in the main venue. Responsible persons from governments of all districts, counties (cities), administrative committees of development parks, relevant government departments and townships (sub-districts) attended the meeting in their local branch venues.
