Ningbo Conference on High-quality Development of the Manufacturing Industry & Awarding Conference for Entrepreneurship and Innovation 2020 held

In the afternoon of May 19, the Ningbo Conference on High-quality Development of the Manufacturing Industry & Awarding Conference for Entrepreneurship and Innovation 2020 was held. Peng Jiaxue, a member of the Standing Committee of the CPC Zhejiang Provincial Committee and secretary of the CPC Ningbo Municipal Committee, emphasized at the conference that we should thoroughly study and implement general secretary Xi Jinping’s important exposition on implementing the strategy of developing a manufacturing power, implement tasks deployed at the Zhejiang Provincial Conference on High-quality Development of the Manufacturing Industry, expand the basic business of the manufacturing industry, explore new advantages for high-quality development in Ningbo, accelerate the construction of a leading international manufacturing city of Ningbo, and provide great support for singing “a tale of two cities”, developing Ningbo into a demonstration area and a model student, and a modern coastal metropolis as well.

Lu Shan, Vice Governor of the Zhejiang Province, delivered a speech. The conference was hosted by Qiu Dongyao, vice secretary of the CPC Ningbo Municipal Committee and Mayor of the Ningbo City. Present at the conference, there were also municipal leaders of Zhong Guanhua, Shi Huifang, Li Qian, Chen Bingrong and Ye Shuangmeng and so on. At the conference, the List of Outstanding Districts, Counties (Cities) for the Implementation of the “246” Plan to Foster Trillion-yuan and Billion-yuan Industries and for the Promotion of High-quality Development of the Manufacturing Industry and the List of Top Entrepreneurship and Innovation 2020 were released, and municipal and provincial leaders presented awards to the winners. All districts, counties (cities) in Ningbo and relevant development parks made reports on and displayed relevant situation of projects that had been completed and put into operation. Representatives of the Ningbo Municipal Economic and Information Technology Bureau, the Jintian Group, the Joyson Group, the Oriental Cable, and the Ginlong Technologies, made their statements respectively. Industrial Internet application scenarios and application cooperation projects were released by the Ningbo Industrial Internet Institute. The unveiling ceremony of the Yongjiang Laboratory was held as well.

Peng Jiaxue, on behalf of the CPC Ningbo Municipal Committee and the Ningbo Municipal People’s Government, congratulated the award-winning outstanding units and enterprises, and extended respect to the vast number of entrepreneurs and scientific and technical workers. He emphasized that the manufacturing industry is the foundation of building a powerful country and the way to enrich the people, and also a way that we must take to realize high-level socialist modernization. It is a must to forge hard strength with hard responsibility, scientifically anchor the new coordinates for high-quality development of the manufacturing industry, find the correct position in contributing to the development of a manufacturing power, reflect value in promoting common prosperity, anchor goals in developing into an advanced city, help enterprises to grow stronger while promoting innovation and transformation, and strive to build a world-class manufacturing city by 2035.

Peng Jiaxue emphasized that in order to build a world leading strong manufacturing city, we must adopt unconventional methods and measures, accelerate the development with greater efforts, and strive to open up a new channel for high-quality development of the manufacturing industry.

Firstly, we should spare no effort to cultivate “big, excellent and competitive” enterprises, vigorously cultivate leading enterprises and enterprises “of great influence in the industrial chain”, promote the “specialized, unique and new” improvement of enterprises, and promote mutual development of small, medium and large enterprises.

Secondly, we should promote digital reform for the manufacturing industry, accelerate the layout of the industrial brain, vigorously develop the industrial internet, and promote the development of digital economy with a great leap forward.

Thirdly, we should build a multi-level innovation platform of high energy, accelerate the layout of a major innovation space with the National Independent Innovation Demonstration Zone taking the lead and the Yongjiang Science and Technology Corridor as the main body, accelerate the cultivation of strategic scientific and technological forces supported by the Yongjiang Laboratory and industrial technology research institutes, accelerate the construction of technological innovation platforms based on superior industries and key enterprises, and improve the regional innovation capability as a whole.

Fourthly, we should improve the basic capacity of the industry and the modernization level of the industrial chain, make a number of major achievements to fill the gaps and lead the future, cultivate and build 10 iconic industrial chains, and develop new growth momentum.

Fifthly, we should intensify the structural adjustment of the manufacturing industry and promote coordinated development of the strategic emerging industries, future industries and traditional industries.

Sixthly, we should actively expand effective investment in the manufacturing industry, promote the introduction of large and competitive enterprises, increase investment and expand production, pay close attention to the promotion of projects, and enhance the development potential of the manufacturing industry.

Seventhly, we should promote industrial governance of the manufacturing industry under multi-dimensional conditions, carry out “large-scale researches”, carry out “large-scale rectification”, and promote “large-scale improvement”, so as to make new space for the high-quality development of the manufacturing industry.

Peng Jiaxue noted that it is necessary to enhance competitiveness with cohesion, and comprehensively build a new ecology for high-quality development of the manufacturing industry, that we should vigorously carry forward the spirit of entrepreneurship, and fully show the new contributions made by entrepreneurs and industries in Ningbo in the new era, that we should make governmental departments play their role in providing effective services to develop a world-class business environment, and that we are supposed to stimulate the entrepreneurial and innovative vitality of the whole society, and strive to create a strong atmosphere for high-quality development of the manufacturing industry.

Lu Shan emphasized that Ningbo is supposed to implement strategic deployments made for developing a manufacturing power and focus on high-quality development. Ningbo should take the supply side structural reform as the main line and the digital reform as the guide to accelerate the construction of a world-class and domestic first-class manufacturing city, and contribute to the construction of a global advanced manufacturing base and an “important window” in our province. Firstly, Ningbo is supposed to enhance confidence in development, maintain strategic determination, seize the window period of industrial upgrading, and seize the opportunity given by the central government to the Zhejiang Province for high-quality development and construction of a common prosperity demonstration zone and our province for construction of a global advanced manufacturing base, so as to build new manufacturing advantages in the new development stage. Secondly, Ningbo should deepen digital reform and focus on the most acquisitive fields of industries and enterprises, build a number of multi-scene applications of the digital economy, strive to build a number of digital industrial clusters and digital leading enterprises of international competitiveness, so as to enhance the hard-core strength of the manufacturing industry in Ningbo. Thirdly, we should strengthen scientific and technological innovation, build a high-energy innovation platform, promote scientific and technological innovation and industrial innovation, and enhance the driving force for sustainable development. Zhejiang will provide full support for high-quality development of the manufacturing industry in Ningbo, work together to strengthen policy supporting services and support the manufacturing industry to reach a new peak in Ningbo.

It’s pointed out by Qiu Dongyao that we need to gather consensus, promote high-quality development of the real economy with the manufacturing as the main body, and provide solid support for Ningbo to speed up the construction of a modern coastal metropolis, that it is necessary to strengthen hard work, pay close attention to innovation drive, reform empowerment, project construction, and make practical contributions, apply practical skills, and realize actual results, that it is necessary to improve the implementation mechanism, improve the long-term mechanism of “Three Services”, normalize solve problems and effectively solve the closed-loop mechanism to help enterprises solve actual problems.
