The Work Conference of the Zhejiang Provincial Digital Economic System held; Chen Bingrong, Vice Mayor of the Ningbo City, makes a speech at the follow-up meeting held in Ningbo

On January 11, the Work Conference of the Zhejiang Provincial Digital Economic System was held, summarizing the construction of the digital economic system in 2021 and making deployments for the year of 2022. Lu Shan, Vice Governor of the Zhejiang Province, attended the conference and delivered a speech. Jiang Zhengui, Vice Secretary General of the Zhejiang Provincial People’s Government, presided over the conference.

Chen Bingrong, Vice Mayor of the Ningbo City and Deputy Chief of the group responsible for digital reform and digital economic development in Ningbo, and Wang Chuan, Chief Engineer of the Ningbo Municipal Economic and Information Technology Bureau, attended the follow-up meeting held in Ningbo.

At the conference, Yao Gaoyuan, Secretary of the Party Group of the Economy and Information Technology Department of Zhejiang, read out the document for commending the construction of digital economic system in the province in 2021, and demonstrated 2 applications of “Zhejiang Intellectual Property Online” and “Intelligent Manufacturing Cluster”, a new intelligent manufacturing public service application.

Vice Governor Lu Shan emphasized that we should earnestly study and understand the spirit of the important speeches made by Secretary Yuan Jiajun at previous regular meetings on digital reform, deeply understand the significance of the construction of a digital economic system, constantly deepen the understanding of the core framework of “industrial brain plus future factory”, promote the improvement of the core competence of the industrial brain, develop a number of effective and useful scenario applications at the enterprise level, and accelerate the planning and construction of a modern industrial system.

After the provincial conference, a follow-up meeting was held in Ningbo, at which Wang Chuan made a report on the construction and progress of the digital economy in Ningbo in 2021 and demonstrated new product R&D integrated service application and chemical industry brain online.

Chen Bingrong fully acknowledged the achievements that had been made for the construction of a digital economic system in Ningbo. Ningbo has undertaken 14 provincial pilot application projects, ranking the first throughout the province in terms of comprehensive application portal, and has been rated as an outstanding city in the construction of a digital economy system; at the district/ county (city) level, Haishu and Zhenhai have been recognized as being outstanding by the province; Ninghai, Jiangbei and Yinzhou have been rated as being good, and 4 applications on chemical industrial brain, enterprise new product R&D services, one-chain assistance for enterprises and cloud innovation of new materials have been entitled as provincial outstanding applications, thus forming a favorable dynamic with full-scale participation, district-city coordination and integrated promotion.

Chen Bingrong emphasized that Year 2022 is the year of digital reform, that we should implement the spirit of the work conference of the provincial digital economy system, deeply understand the spirit of Vice Governor Lushan’s speech, consolidate the core of “industrial brain plus future factory” according to the requirements of “building four batches and developing three ones”, improve the promotion mechanism, accelerate the planning, construction, iterative upgrading, promotion and application of scenario application, and promote the quality and quantity of the digital economy.

Chen Bingrong put forth 7 pieces of requirement on further promoting the construction of the digital economic system this year. Firstly, deepen the understanding of connotation and law. Grasp the development law and trend of digital economy, deeply understand the significance of digitization in promoting the construction of the modernization system, and continue to promote intelligent transformation and modernization first. Secondly, strengthen the implementation of working responsibilities. Strengthen overall planning and coordination, improve the task list, project list and reform list, and explore the establishment of an assessment and evaluation mechanism combining the construction of a digital economy system with high-quality development. Thirdly, deepen and strengthen the industrial brain. Formulate the annual promotion plan for the development of the industrial brain, improve the construction plan of industrial brain zoning, promote the improvement of core competence, and accelerate the application and promotion of scenario application on the enterprise side. Fourthly, develop a batch of characteristic applications. Focus on a number of characteristic scenes brought by Zheli and Zhejiang Enterprise Runway, and build a number of effective and practical characteristic scenario applications in terms of comprehensive support, factor guarantee, technological innovation and enterprise services and so on. Fifthly, focus on building “future factories”. Strengthen project scheduling, establish a “future factory” reserve base and construction base, and extend and expand a number of modern new organizations such as high-end digital factories, future farms and future markets, etc. Sixthly, expand the industrial internet platform. Promote the construction of industrial internet platforms, and focus on cultivating national industrial internet platforms and industrial chain collaborative innovation platforms such as Bluetron, supOS and Boway Digital R&D. Seventhly, continue to promote the transformation of digital intelligence. Anchor the system to build the main battlefield of enterprises, continuously promote the digitization and intellectualization of enterprises, consolidate the foundation and base support for industrial development, and enable high-quality development.
