Five micro and small-sized enterprise parks in Ningbo been included on the list of the first batch of outstanding industrial parks-to-be in the Zhejiang Province

Recently, the Department of Economy and Information Technology of Zhejiang announced the list of the first batch of outstanding industrial parks-to-be in the Zhejiang Province, and on the list, there are the Daqi High-end Mold Micro and Small-sized Enterprise Park in the Beilun District, the CAEP S&T PARK in the Yinzhou District, the Ningbo Yonggang Modern Entrepreneurship Service Center in the High-tech Zone, the Hangzhou-Bay Rim (Cixing) Intelligent Industrial Park in the Cixi City, and the Liando U Valley · Ningbo International Enterprise Port in the Jiangbei District. In the first batch of outstanding industrial parks-to-be in the Zhejiang Province, there are a total of 20 micro and small-sized enterprise parks, out of which 5 are from Ningbo, making Ningbo rank the first in the province alongside Hangzhou in terms of the number of parks included on the list.

As a specialized platform carrier with the main function of attracting, cultivating, gathering, and serving specialized, refined, characteristic and new enterprises, the outstanding industrial parks focus on industrial positioning, attraction, and cultivating high-quality small and medium-sized enterprises within the park for development. By establishing a gradient cultivation library for specialized, refined, characteristic and new enterprises, and establishing professional service teams, the parks integrate high-quality service resources to carry out benchmarking diagnosis, provide precise services and quality services for applications and with guidance for the enterprises entering the parks, and provide carrier support for cultivating and guiding the development of small and medium-sized enterprises to be outstanding ones.

The above mentioned 5 industrial parks from Ningbo are all high-star micro and small-sized enterprise parks with a performance evaluation of Grade A in 2023. Each industrial park boasts more than 10 innovative small and medium-sized enterprises, provincial-level "specialized, refined, characteristic and innovative" enterprises, "little giant" enterprises, and invisible champion enterprises, playing a role in promoting industrial chain supplementation, extension, and strengthening.

Daqi High-end Mold Micro and Small-sized Enterprise Park in the Beilun District

The park has gathered from upstream mold steel to mold products and to downstream aluminum alloy and magnesium alloy die-casting enterprises, forming a high-end mold industry chain with reasonable division of labor and close cooperation. The park collaborates with upstream and downstream enterprises to form an innovation consortium, carrying out joint researches on the industrial chain, providing support and guiding small and medium-sized enterprises and large enterprises to carry out upstream and downstream cooperation in the industrial chain and the supply chain. At present, 54 enterprises have settled in the park, including 28 enterprises above designated scale, 5 innovative small and medium-sized enterprises, 8 provincial-level "specialized, refined, characteristic and new" small and medium-sized enterprises, and 4 national “specialized, refined, characteristic and new” "little giant" enterprises.

CAEP S&T PARK in the Yinzhou District

The Zhejiang CAEP Jiuding Science and Technology Incubator Co., Ltd. has been established to operate and manage the park, providing comprehensive tracking and support for enterprises on six aspects of technology, market, capital, management, policies, and park services. The park specializes in project incubation and high-tech industrialization, promoting industry-education-research matchmaking between Ningbo and the China Academy of Engineering Physics, promoting military-civilian interactions, and independent innovation. At present, there are 104 enterprises in the park, including 12 enterprises above designated scale, 5 innovative small and medium-sized enterprises, 5 provincial-level "specialized, refined, characteristic and new" small and medium-sized enterprises, and 1 national "specialized, refined, characteristic and new" "little giant" enterprise.

Ningbo Yonggang Modern Entrepreneurship Service Center in the High-tech Zone

The center focuses on electronic information and advanced manufacturing. It has established a gradient cultivation plan, gathered service resources, visited enterprises to solve difficult problems while focusing on the construction of leading industries and high-quality projects; built a digital management platform, promoting standardization and refinement of services through automation and efficiency of data integration; utilized the advantages of the platform to hold industrial exchange conferences, visit leading enterprises, etc. to expand upstream and downstream communication channels and to promote the integration and development of large, small, and medium-sized enterprises; innovated and promoted park innovation vouchers to reduce the burden on enterprises and encourage enterprises to increase research and development investment and strengthen technological innovation; collaborated with government departments to innovate and create the "Xinxin Seedling Cultivation" Studio, providing a nursery for high-quality talents to start businesses and provide talents with services. At present, 135 enterprises, including 9 enterprises above designated scale, 7 innovative small and medium-sized enterprises, and 4 provincial-level "specialized, refined, characteristic and new" small and medium-sized enterprises, have settled in the park.

Hangzhou-Bay Rim (Cixing) Intelligent Industrial Park in the Cixi City

The park focuses on agglomeration and development of intelligent industries, with accelerator as the main positioning with the function of being an incubator, exploring market-oriented approaches, relying on high-level talents and innovative enterprises, to attract talents and investment in the industrial chain while centering on five integrations of industry-city integration, industry-education integration, industry-research integration, industry-finance integration, and industry-culture integration. At present, 116 enterprises have settled in the park, out of which 13 are enterprises above designated scale, 1 service-providing enterprise above designated scale, 4 enterprises above designated limit, 8 innovative small and medium-sized enterprises, 2 municipal "specialized, refined, characteristic and new" small and medium-sized enterprises, and 1 national single champion enterprise.

Liando U Valley · Ningbo International Enterprise Port in the Jiangbei District

Adhering to the extreme, innovative, and change-seeking service concept, the port has built a digital park platform and conducted penetrating management from energy, safety, fire protection, and other aspects to ensure the overall smooth operation of the port. While ensuring basic services, the port integrates resources from finance, policy declaration, and industrial chain connectivity to provide services for enterprises, providing bank loan financing, direct fund investment, and U valley procurement and sales services, adheres that the joint management committee should ensure the auditing of enterprises entering the port, conducts comprehensive auditing of enterprises entering the port, and provides full-process tracking services after enterprises settle in the port. At present, 115 enterprises have settled in the port, including 10 enterprises above designated scale, 7 innovative small and medium-sized enterprises, and 3 provincial-level "specialized, refined, characteristic and new" small and medium-sized enterprises.

For the next step, the Ningbo Municipal Economic and Information Technology Bureau will guide and supervise the parks included in the first batch to develop a gradient cultivation plan for specialized, refined, characteristic and innovative small and medium-sized enterprises in the next three years according to the requirements, strengthen the recruitment and cultivation of high-quality enterprises, and encourage the parks to play a greater role in cultivation of outstanding enterprises through annual assessments and incentives. The qualification for creating such parks with insufficient promotion measures and ineffective enterprise cultivation will be cancelled. At the same time, guided by the creation of specialized, refined, characteristic and innovative industrial parks, we will drive the city's high-star micro and small-sized enterprise parks, especially manufacturing parks with obvious industrial characteristics, fully leverage their carrier functions, deepen cultivation measures, and provide precise services, making specialized, refined, characteristic and innovative cultivation the main direction of park operation and management.
