Zhong Guanhua visits Cixi to conduct an inspection on the system of river chiefs for the Hushan River

On August 9, Zhong Guanhua, Deputy Secretary of the CPC Ningbo Municipal Committee and Secretary of the Political and Legal Affairs Commission, went to the Hushan River area in Cixi to conduct an inspection on the system of river chiefs for the Hushan River and held an annual special meeting. Zhang Shuiqing, Deputy Director of the Ningbo Municipal Economic and Information Technology Bureau, a municipal department responsible for contacting river chiefs, Huang Qi, Deputy Secretary of the CPC Cixi Municipal Committee, and Zhou Gao, Deputy Mayor of the Cixi City, participated in the activity.

Zhong Guanhua and his delegation conducted field inspections of the automatic water quality monitoring stations at the Hushan River and the Hushan East section, having a detailed understanding of the progress of the treatment and management of the Hushan River. At the special meeting, Zhong Guanhua listened to reports made by river chiefs at all levels and relevant departments on the performance of the "river chief system" and fully affirmed the work that had been done for the Hushan River.

Zhong Guanhua pointed out that it is necessary to fully leverage the "baton" role of the "river chief system" assessment, closely monitor the goals, firmly carry out implementation, promote river chiefs at all levels to fulfill their duties, and further do a good job in the treatment and governance of the Hushan River, so as to share the achievements of water treatment with the mass public. He emphasized the need to firmly shoulder the political responsibility of ecological civilization construction, to firmly establish the concept of ecological priority and green development, to comprehensively and systematically plan, to promote high-quality economic and social development with high-quality ecology, to actively create a living environment with smooth rivers, lucid water, green banks, and charming sceneries, and to continuously improve the sense of achievement and satisfaction of residents along the river. Secondly, we must adhere to the bottom-line thinking, comprehensively implement policies, focus on controlling the source, increase efforts in source pollution control, identify the root causes of problems, identify shortcomings, and formulate targeted remediation plans such as sewage interception and management, zero direct discharge creation, etc., so as to ensure quality and efficiency improvement of river treatment through project-based implementation, inventory management, clarification of goals, and shouldering of responsibilities. Thirdly, we must invite the mass public to participate, strengthen publicity and guidance, and departmental interactions, vigorously advocate for the new trend of green civilization, effectively enhance the awareness of the general public treating water in accordance with relevant laws and regulations, cherish and protect water, and jointly create a new situation of water treatment that promotes water development, integrates water and the city, and harmonizes people and water.
