Zhong Guanhua, Deputy Secretary of the CPC Ningbo Municipal Committee, visits the Hushan River in Cixi to conduct a river chief inspection and hold a special meeting

In the afternoon of November 12, Zhong Guanhua, Deputy Secretary of the CPC Ningbo Municipal Committee and Secretary of the Political and Legal Affairs Commission, went to the Hushan River in Cixi to carry out the "river chief system" river patrol activity, and organized an annual special meeting. Zhang Cheng, Mayor of the Cixi City, Zhang Shuiqing, Deputy Director of the Municipal Economic and Information Technology Bureau, Bu Mingchang, Deputy Secretary of the CPC Cixi Municipal Committee, and so on attended the event. Zhong Guanhua and his delegation followed the riverside trail of the Hushan River (Gutang Subdistrict section) to observe the water quality of the Hushan River and had a detailed understanding of the comprehensive management work of the Hushan River. At the special meeting, Zhong Guanhua listened to reports made by river chiefs at all levels and relevant departments on the performance of the "river chief system", and affirmed that this year's Hushan River management working projects were numerous and well implemented.

Zhong Guanhua pointed out that it is necessary to compare standards and requirements and promote river chiefs at all levels to fulfill their duties and responsibilities. Zhong Guanhua emphasized that firstly we must prioritize people's livelihoods and water management. The living environment with smooth rivers, clear waters, green banks, and beautiful sceneries is a symbol of high-quality living for the people along the river, as well as an important indicator of the transformation and upgrading of local industries and the effectiveness of pollution control. Relevant departments at all levels should always attach great importance to the management of the Hushan River and strive to improve the living environment and sense of gain for the people. Secondly, we must adhere to planning guidance and source governance. We need to strengthen systematic thinking, focus on systematic construction, coordinate and improve water supply, flood control, sewage treatment and other systems, promote the continuous improvement of water quality of the Hushan River, and comprehensively enhance the comprehensive benefits of water treatment. We need to increase efforts to investigate pollution at the source, identify the root causes and shortcomings of the problems, and develop targeted remediation plans such as interception and management. Through project-based implementation and inventory management, we will clarify goals and implement responsibilities to ensure the quality and efficiency of river governance. Thirdly, we must adhere to the principles of mass participation, joint construction and sharing. We need to further clarify the water management responsibilities of various enterprises, institutions, residents, and farmers along the Hushan River, vigorously promote the new trend of green civilization, effectively enhance the awareness of the general public to manage and cherish water in accordance with laws and regulations, and jointly make new advances in harmonious water management between people and water.
