Deputy Party Secretary Zhang Li Inspects the Hushan River in Cixi Under River Chief Mechanism

In the morning of May 27, Zhang Li, Deputy Party Secretary and Secretary of the Political and Legal Affairs Committee of the CPC Ningbo Municipal Committee, conducted an inspection of the Hushan River in Cixi under the "River Chief System". Participants included Wang Hui, Deputy Director and Party Leadership Group Member of the Ningbo Municipal Economic and Information Technology Bureau, the executive unit for the municipal-level River Chief System, and Bu Mingchang, Deputy Party Secretary and Secretary of the Political and Legal Affairs Committee of the CPC Cixi Municipal Committee.
Zhang Li and her delegation inspected the Provincial Control Section Water Quality Automatic Monitoring Station, the "Five-Water Treatment" Cultural Park, the Riders Station, the riverside promenade, and other waterfront platforms, and listened to reports from relevant departments on the implementation of the River Chief System and gained a detailed understanding of the water quality and comprehensive management of the Hushan River.
Zhang Li emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important directives on water governance and key speeches from his inspections in Zhejiang. She urged officials to bear in mind the earnest instruction that the “River Chief System” must be consistently upheld, so as to further advance the management of the Hushan River, and strive to compose a new chapter in building a beautiful city of Ningbo.
She highlighted three key points: First, systematic planning and collaborative efforts to fulfill river chiefs' duties. River chiefs at all levels must resolutely shoulder the political responsibility of ecological civilization construction, firmly adopt the concept of ecological priority and green development, and formulate "four lists" of tasks, issues, projects, and responsibilities based on river and lake health assessments and general survey results. They should actively create a livable environment with "free-flowing rivers, clear water, green banks, and scenic beauty", providing citizens with high-quality living spaces where they can "see greenery by opening windows and access water by stepping outside". Second, adhering to the bottom-line thinking and adopting comprehensive measures for investigation and governance. Efforts should focus on improving the "sky-ground-water-engineering" monitoring system, expanding the use of drones, satellite remote sensing, and AI technologies beyond automatic water quality stations, and optimizing daily patrols and issue detection mechanisms. A collaborative "River Chief + River Police Chief" mechanism should be explored to advance routine and standardized campaigns like the "Four-Remediation" initiative for rivers, lakes, reservoirs and the "Ningbo Clear Water" environmental cleanup. The goal is to fully resolve existing issues and prevent major new ones. Third, promoting co-construction and sharing and encouraging public participation in water conservation and protection. High-quality campaigns such as "Picturesque Water Villages" and "Public Water Guardians" should be launched around key dates to engage citizens and consistently share success stories of river governance. Green and civilized practices must be advocated to raise public awareness of water protection laws and conservation. Mechanisms for public reporting and media oversight should be established to jointly create a new era of water governance characterized by harmony between humans and water.
