Our City Shares Exemplary Experience at the Pilot Cities’ Exchange Event for SME Digital Transformation 2025

On June 27, 2025, the Pilot Cities’ Exchange Event for SME Digital Transformation 2025 & SME Digital "Chain-style" Transformation Activity were held in Guangzhou. Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology of the People’s Republic of China (MIIT), attended the event and delivered a speech. SME authorities of various provinces (municipalities and districts) and pilot cities participated in the event.
At the event, the MIIT released the "List of Long-term Mechanism Achievements for SME Digital Transformation Pilot Cities". Representatives from four pilot cities, including Guangzhou, Ningbo, Changsha, and Wuhan, shared their exemplary experiences.
On behalf of our city, Vice Mayor Li Guanding delivered a report titled "From Pilot Breakthroughs to Ecological Advancement: Ningbo’s Determined Exploration of the Optimal Path for SME Digital Transformation".
In his report, Li Guanding noted that since being designated as an SME digital transformation pilot city, Ningbo has leveraged its strengths, a robust manufacturing foundation, thriving market entities, and solid transformation groundwork, to enhance top-level design and comprehensive policies. By establishing the "241" framework (i.e., "two priorities" in planning policies and evaluation standards, "four innovative mechanisms" in supervision, a "four-color chart", industrial control security, and expert consultation, plus "one public service platform"), Ningbo has explored an ecosystem-based "1+1+N+X" digital-intelligent transformation path. It pioneered efforts in democratizing AI for SMEs and promoting a "chain-style" transformation model where big enterprises drive smaller ones, comprehensively advancing SME digital transformation and actively shaping the "Ningbo Experience".
To date, through 650 national pilot projects, our city has driven nearly 3,500 enterprises across six key (sub-)industries, such as auto parts, to undertake digital upgrades. Over 680 "small, fast, lightweight, and precise" cultivation products and solutions have been developed, along with four MIIT-recognized "chain-style" transformation cases like "Zhong Che Lian" and four exemplary SME digital transformation cases, including the Beilun Lingfeng Modern Industrial Park. The number of selected cases ranks among the highest nationwide.
Moving forward, our city will continue leveraging its pilot city role to pioneer reforms, integrate technological and industrial innovation, and enhance SME competitiveness through digital transformation. By "seeing the big in the small", we will cultivate and strengthen new quality productive forces, upholding our responsibility as a major economic hub.
